weird thing is that the boarder guard asked use for a receipt from TLC for paying for it. i was like wtf!?!?!

Most likely because items have been stolen from there.  I picked up a set of tires for our van there and they were left outside with a bunch of other tires.  They were full of water inside, telling me they've been outside for awhile, so someone could easily take some extra tires while picking up their stuff.

Another option is to go outside look at the name on the tires and go in and tell them it's you.  THey didn't check any ID at pickup.

TLC is dangerous in this way.....it is a risk tagged along with the savings.

That's why I will keep a close eye on the tracking. Once it arrive, I will head down.
