Personally speaking, I'd take a 5D over a 40D...the price difference is not big for IQ that would make a lot of difference because of the sensor size. It's really worth a thought.
And IMHO everyone starting out with the system on a tight budget should try to get a 17-40L and 70-200L f4 combo...and then upgrade from there. That's one helluva tight budget.  Haha...it's true that the combined price of the two will be high. But if you think about it, that is the cheapest L combo that is practical. You're not going to get that kind of IQ in non-L lens at ALL. If you're even half serious about photography, I don't think there should be any compromises to go lower than those two lenses.

lol. I want to sell mine, but i like keeping a back up body around. btw, I haven't seen much 5D I for sale for a while already there is one $1600 on bccamera tho but nothing around 800
are you talking new or used? sounds like you are talking new. if so, I have not seen any BNIB for sale. "starter" lenses, depending on your body and budget this is what I would go with: 40D/Rebel: 17-55 f2.8L IS 70-200 f4L IS F2.8L IS if you can afford it. these are the 2 sharpest and lightest high quality lenses you can get from canon. the 17-55 will EASILY outperform any L in it's class for a lot less and it's a great focal length on a crop. the 17-40 is too short, just as expensive and lacks IS. 5D: 24-105 F4L IS 70-200 F4L IS F2.8L IS if you can afford it. yes, they are F4. but if you don't -need- the speed you can save a lot and not miss out on much. with a FF you can crank the ISO to make up for the extra stop.

Don't know about the lens but that's a pretty good price for the body, depending on condition and assuming the shutter count isn't otherwordly. (check this out: http://astrojargon.net/40DShutterCount.aspx) I paid $600 for mine w/a grip, with about 17k on the odo. Typical Vancouver yourlist pricing was in the range of 6-700 for the body alone. I think it still is.

I see them on kijiji once in a while. my friend Karl out in Richmond bought one for about that much 6 months ago as well
POTN they pop up once in a while also for the same price. keep your eyes peeled and you'll snag one for under 1000 for sure.
there is no reason they should be selling for as much as 1600. when the mkII was announced the 5D classic kits with 24-105s were about 2600 with rebates.

the 17-40 is 900. more expensive, yes, but no where near double and offers a lot more than a red ring.

the 17-55 is probably about $800~900 used i think.. judging by the $1.1k'ish price tag it currently carries
I think if i were using an EF-S crop body I would probably look into this combo myself: (keep in mind these are avg prices, you could probably find cheaper) EF-S 10-22mm (had for about 700 used) EF 24-105 F4L (had for about 800-900 used) and a 50mm f1.8 cheapo prime. (100ish?)
Only reason i'd opt for that over a 17-40 is because 17 doesn't give you ultra wide on a crop. Wide but not wide enough lol the 24-105 is extremely versatile and is quite sharp from playing with the one my friend owns.

getting ready to go full frame? i had a 10-22 when I was shooting crops and it is a great lens for sure. comparable to a 17-40 if not better.

Sigmas are ok, but the older ones zoom in reverse for canon users. that may or may not be bothersome to you.
F4.5@70mm is too slow, imho.
i'd consider the canon17-85 or the new zoom. I dont know the range off hand, but I think its 15-85? its a 5.6 but it has IS which helps a lot unless you're doing a lot of action.
a lot of people also like the Tamron 17-55 or 17-50, I forget the actual range.
what kind of scenarios will you be shooting in?
