Well said Derrick, but modifications can be dangerous still. I've heard some crazy stories, from a CF hood flying open on the freeway, to a spoiler actually falling off of an Eclipse (there is a video of it on a site somewhere), and a Z06 on spray that blew up, thanks to a NOS hiccup. Mods can be dangerous for sure, if they are done wrong, or if they are installed carelessly without thinking about things like supporting mods, or just the fact that some mods just won't work with some cars, or compatibility issues too. Some people just don't do their research, and some people just can't drive a frickin car, lol.

A few mods that are considered illegal are neon lights and tinting.
Tinting can be dangerous as it reduces the visibility of the driver but what about neon light?
I cant really see why underbody neon lights are not allowed.
Would someone like to educate me on this matter? Is it because they look attractive and would distract other drivers? If thats the case then a hot babe on the side of the road or a nice lambo should also be illegal, lol.

Underlight on cars is considered distracting. As for tint, I think it's stupid that you can't even have 50% on the front windows, because at night, you can easily see out and see what's beside you. Pisses me off considering some states allow up to 35%, even 20% on front windows.

Derrick, yup, agree....to a certain extent.  I guess I was wondering if people do modifications that are not necessarily compatible with their car.? Changing up what's under the hood, suspension, lowering or other additions that might look good but are in fact illegal or unsafe.? Tinting comes into the illegal/unsafe category and there always seems to be some discussion on that (front windows especially).? I was talking with Dave last night about the underlights on cars/trucks.? There was a truck on the highway with blue neon.? It looked pretty cool but and I am told it's illegal...I can't see why accept that it might be distracting?? Any others?? Thanks for your input...it's interesting to find out everyone's opinions.? Besides, it's a learning experience for me!?  Karen

Donald or Jason (the other Jason) will probably step in and clarify but there are actual legal guidelines/laws about ride height on a car. Has something to do with pedestrian accident safety. Aftermarket HID kits are usually illegal as they have no aiming adjustment.
There are many modifications which can be done in an unsafe manner of course. It's not illegal to cut springs on a car, per se, but it's pretty damn stupid. During an autoX session, a CF hood popped open on a modified car. The hood wasn't properly secured (or latched before the run - not sure). New windshield, please.

For ride height, from what I've heard, nothing on your car can sit lower than the bead of the tire. If this is kind of unclear, there is a simple way of looking at it. If you take your tire off, or you get a flat, the rim must be the first thing to touch the ground. Let's say you are riding so low and you get a flat, your bumper hits the ground before your rim does, this is illegal. Not many people ride this low anyway, usually show cars or cars on airbags. It is virtually undrivable anyway.

With respect to lights IE neon.
The rule is pretty standard. You can only have red for tail lights, orange for turn signals, white for head lights and reverse. The main reason is your not supposed to have the same lights as the emergency vehicles have..........this includes flashing or strobe lights.
Certain lights (flashing/strobe included) are only for certain vehicles such as police, fire and ambulance vehicles. For the safety and security of the public and the people who do those jobs in police, fire and ambulance. Nuff said.
The public is not supposed to be confused........meaning you cant have blue and red strobes cause you look like some sort of emergency vehicle.

In the end it is still the owner/driver of the car who decides to modify their vehicle. Whether or not things are done properly is up to them. They can cheap out and half ass an installation resulting in something unsafe, or they can spend the time and money to do it right.

Your front signals are allowed to be either orange or white, no other colors permitted. Rear signals are allowed to be red or orange, nothing else. Reverse lights must be white, no blue, blue is illegal. I have white front signals yet a cop tried to say they were blue, and I just told him they are white, I will show you the receipt for them, it says white, and he shut up, lol. They are clearly white.
