It is. Chopped the picture a few above it. You can see the drivers pose is the same and the tire in the passenger seat. Looks good though. I like it. Have seen it on some JDM drift Silvias.

Obviously it's photochopped, no pun intended.
The idea of this silliness is to haul 2 sets of wheels to events and whatnot which is impossible for a car that size.
This swap has been done on Silvias, 180sx, Skylines, and numerous FC's in Japan. Remember the [in]famous Signal auto 180sx.
Idea is not really original, but it is rarely done outside of Asia. Good condition FC shells are like $500 in the States, so no big deal to mess around with it. That guy has went through like 2-3 shells due to crashings. I went through a couple of s13 shells myself, but they are much more expensive at $4,000 a pop. I'd do something like this too if used sports cars aren't as expensive up here than down in the States.

People have been doing it when they crash their car beyond repair.
They acquire a bare chassis (no wiring, no suspension, no engine, just a 100lb frame) from the States and bring it up North. Bringing in a whole or partial car will be a hassle going through customs. However with a bare chassis customs don't care. You simply sand out the VIN engravments and VIN tags in the engine bay, and use the Dash with the Canadian VIN for insurance/aircare/VI/whatever purposes. There are also many unclaimed totalled cars that still have a clean title as per ICBC with their VIN information and dashboards up for grabs. Perfect for a buildup.
There are so many American cars with Canadian VIN swaps in Canada. I know for a fact that many people in the RX-7, 240sx community have done it. These cars go for dirt cheap in the States and they are prone to crashings due to the purpose they serve. Yeah, it's illegal, so don't do it.
