Buy used for <$100 on the list de Craig.  This is an old ad and almost certainly gone but they'll pop up every now and then for about $100.

So my rebel xs got the error 99 problem, and now I need to reseat the battery every time i take a photo. Also, the camera dies after 2-3 photos are taken.

Ive updated the firmware and this error still occurs.
Could it be a battery problem? Ebay bg-e5 ftw?

Use alcohol to clean the contact points of the lens and body and the battery contacts.

^^ like he said.  Use a Q-tip dipped in alcohol.  Let excess drip off before using it on the contacts or squeeze out the excess.
